Good questions. Since we don't have the resources to test
every
combination of platform, Apache version, and mod_python
version, we were
hoping you could help us fill in the answers. ;)

Personally, I'm not convinced the mod_python hooks are worth the trouble.  I know lots of people have had good luck with mod_python, but I've found it cantakerous, picky, limiting, and difficult to use.

I now use the Apache proxy solution with the 502 autostart trick almost exclusively.  I suspect the performance difference, if there is one at all, is not measurable.

I have Apache 1.3 on all of my servers.

I think they're worth exactly as much trouble (work) as
we've put into
it so far: a simple server interface. If it doesn't work
with Apache
1.3, that's fine until someone volunteers to fix it. It's
mostly in the
distro because I got tired of answering questions about
other people's
interface code without an easy way to write tests for it. ;)
