I believe that this is the default behaviour of Firefox. The
back
button does not mean "load the previous url", it
means "display what
was previously on the screen". So if you want to
reload the previous
page it requires two actions, 1. go back, and 2. reload.
Personally I
prefer this behaviour. You may be able to change it from the
default
though I have never tried.
