Communicator is just a skinny device which uses SCCP to talk
to cm.check the ccm trace DTMF digits or even the port status monitor
on unity should be able to tell whether any DTMF were recieved or not,also
how are you dialing into unity,

I'm not getting any DTMF when I use IPCommunicator. For
example, when I dial into voicemail and enter my password, I don't get any
feedback on the numbers I push. Is that normal?
