Brian,
You could script something like this using ipcc express.
Store the numbers in a database or an xml file and cycle
through each number placing a call and then play the
recording when the call is connected.
CCM 3.3 and 4.0 shipped with a bundled copy of ipcc express,
you may need to upgrade it to enhanced to be able to read
data from a db or xml file, I can't remember what flavor
that feature was in.

Every semester we have 3000-5000 students who don't pay
