For Mobility Conect, CM uses the 'rerouting CSS' on the user's remote destination profile to extend the mobility call to the remote destination (aka cell phone).
So create a new CSS and assign that to the 'rerouting CSS' on the user's remote destination profile. Then create a new route pattern in a new partition that exists in the new CSS that you just created. Prefix a 0 in the route pattern. You could alternatively use application dial rules to achieve similiar results.
This is assuming that your Telco wants to see a 0 in front, I'm not familiar with the dialplan for your country so I may be misunderstanding your question - but seeing the 0 infront of the numbers in your SIG, I think this will work.
