Collect Call is not accept

I have a CCM 4.1.3 and my users can´t receive a collect
call.   The phone
rings but when they hang off , the call is droped.

      PSTN ==> PBX ==> GW Router 2800 ==> CCM
==> phones

Someone have a idea what is happening or why ???

Is that diagram accurate though?  You're not connected
directly to the 
PSTN?  There's another PBX in front of you?
