 Running into echo with a user across the country in California using a 7941 on a cable modem via a VPN. I know this could be expected based on the distance, VPN and lack of QoS. I am using G711, if I used G729 do you think this would improve or make the situation worse?

not likely.

echo cancellation is based on reassembled wave form, not packetized packet size.

128 msec of echo coverage is still 128msec whether you encode to 711(high bit rate) or 729 (low bit rate).
