CallManager 3.3.4 - Change AF31 to CS3

I have been unsuccessful in finding the correct service
parameter in CM
3.3.4 to change the signalling (for phones, mgcp, and h.323)
from af31 to
cs3. In CM 4.1 the parameters are there.

Any idears'?
