Yes, I should have mentioned that all

one way audio? I can hear the 911 center but they cannot hear me. There are 20
remote sites in different states with identical setups. Two out of the twenty
are having this problem. The others are fine. One is located in Sacramento and the other is in Edina, MN.
All scenarios utilize PRI and H323 gateways. Qwest is the carrier for both
trouble sites. There are other sites that use Qwest that work fine.

Can you ping from the CER server to the gateway and from the gateway to the CER server?

Is there a difference in the terminating dial-peers being used for 911 and other calls?
On router, "show call active voice brief" if call is active and look for the pid (dial-peer id's) used for the call legs, this will also show the IP address of the voip leg. Try to ping that IP address from the gateway and see if you get a response. If call happened recently, the info for call may still be available in the call history (show call history voice brief)
Is H.323 bound to a certain interface?
Do you have a FXS port on router you can test a call from with a analog phone to narrow it down further?
What model router, what module, what IOS?
