If the subsite where you are uploading the file does not
have anonymous
read access, then the file is stored in the _cs_upload
folder. One thing
you can do is set the site to anon = read and then set
template level
security restricting anon access, thus the pages are
secured, but the
files uploaded are not.

Can anyone explain why sometimes the 'Link to New File' link
command
does NOT upload the file into the correct /subsite/upload
directory?
Instead, doing a file system search reveals that the file is
uploaded to
/root/_cs_upload with the name having been changed from the
uploaded
filename.
