Motherboard Help

I am upgrading the motherboard and cpu in my daughter's computer. I
have done this before in the other 4 computers in our house, so I have
some general knowledge. This one, however, has me at a loss.

The board is a Biostar NF325-A7, and the cpu is an AMD Sempron 3000+
(socket 754), with a 400 watt power supply. There is 512mb memory, and
a Radeon 7K PCI video card (taken from a working machine).

I am not getting any post codes at startup, or any video display. Also,
the front panel buttons do not work.

Any ideas? This is the second board I have tried with the same results.
