unable to delete file

OS = XP Pro
File name = Flash9.ocx
File located on secondary drive formerly a bootable drive on a folder titled
windows that is empty except for the Flash9.ocx
Running unlockerAssistant Ver 1.8.5
Refuses to delete. Offers to delete on next boot. 2 reboots. File still in
place just like crabgrass.
Do I really have to reformat to get rid of this file?

Posted too quick.
Moved file to root folder.
Booted to safe mode command prompt.
Attrib -r flash9.ocr
Del flash9.ocr
Gone
