It sounds like the best method for exchanging pix for you and your
sister is by snail-mail. If she could go to a photo store or
Walgreens, for example, to get prints, she could send you copies.
Or you could buy a memory card that fits in her camera, and send
it. She would exchange it for the full card she has and mail it to
you.
This would avoid her Win98 computer and dialup connection, and not
being able to install photo software.
