There is no 'ipconfig' in Win98. Go to the Run box and type 'winipcfg'.

You shouldn't need the '/all', just select the proper network interface
and it will show you IP, subnet mask and gateway.

My Win98 2ed has both and both files have the file size time and date stamp.
Winipcfg should work too.
