If the file is missing, you should be able to extract
a copy from any XP machine and place it in your PC at
C:windowssystem32. I do not think that it has to be
registered in your system, just loaded at system32.
The actual name is msvcp71.dll and it is a Dynamic
Link Library(DLL)file, used to process several
different applications, including Sonic (instead of
having an application file written for each relevant
application), so I guess that you would consider it a
code enhancement.
That explanation is probably not technically perfect
but that is what DLL files are basically used for.
It is only small and would fit on a floppy.
