Just because the power company told you that doesn't make it true. I've
disassembled enough electrical/electronic devices and studies enough
schematic diagrams to tell you that simply is not true. In *some*
instances its true, but its far from being true about everything. In
general, if a device has a 'soft touch' power on button, then yes, it
will draw a very small amount of current even when turned off. However,
if the power switch is the rocker type (like computer power supplies
have), a toggle, or the type that pops in and out, then tha almost
always completely disconnects AC power from the device.
Turning off the rocker switch on a power strip will also completely
remove power from any device plugged into the strip.
