XP balloon tips

Thse things are driving me nuts. I changed the DWORD value in registry
to zero and still every time I install something new back they come. Is
there ANY way to get rid of these things permanently? Are they buried in
the kernel?

I also tried various tweak programs, same thing happens.

DWORD to 0. You said that you tried before, but for which user?
At end of article it says:
"These steps disable all Notification Area balloon tips for this user.
There is no way to disable balloon tips for specific programs only.";

I am the only user. Something happens if I load a new program and they
just come right back again even though the DWORD value has been changed
in registry. Seeing as these would be aimed at new users they should
have a way to somehow to get rid of the damn things permanently?
