What you think is the data side of a CD (the shiny silver side with
the rainbow reflections) is not. It is clear and flat. The data is
on the other side, in the plastic, aluminum coated, and under the
printing of the label. If you try to take off the top printing with
a chemical, and get deep into a protective lacquer layer, you will
destroy data.
The shiny silver underside can be polished with auto polishing
compound or a disk cleaning kit. Or you can smear peanut oil or
mineral oil in a very light layer onto the scratched side. Wipe off
excess. The oil will fill in the scratches, letting the light from
the reading laser pass through the plastic, reflect off the data, and
pass back out to the reader.

So does it matter if it has stuff stuck to the shiny side? Can I just
leave it there? (I am very confused...)
