do you have a local IT guy? If you cannot get any web pages to load, I
suspect that it was done deliberately. The default when windows is
loaded is to allow all access that is available. If your system is set
up to get an IP address from the local server, you will need to speak to
your local admin.
As Desco recommended, do an nslookup. I also suggest you process command
'ipconfig /all'
If can feel like you are grasping at straws if you are blocked at the
server.

Is it a DSL modem and not a router? Are you using PPoE? How is the
process of logging to the DSL account on taken care of?
Are you sending email through the DSL modem? Is your computer the only
one connected to the modem (Is there any traffic through the modem)? Are
the lights on the modem blinking?
