Any time I restart my computer this happens...

Hello group I am new but I am having several problems, but I'll post
each one separately.

any time I restart my computer I get this little box saying

DISCover
socket Initialization failed

I have an HP Pavilion 061, running win XP, Version 5.1.2600 Service
Pack 2 Build 2600, System Type X86-based PC, Processor x86 Family 15
Model 47 Stepping 2 AuthenticAMD ~2405 Mhz, BIOS Version/Date Phoenix
Technologies, LTD 3.11, 9/19/2006

can anyone help me with this?
