He deleted the AT&T software as I recall that just may have been taking care
of the login script.
Sitting behind only a modem sans router is often an invitation to the
hackers.
If a router is installed, the router will take care of the login after
proper setup.
Your ISP will be your best source of information on restoring a login.

I have a Speed Stream modem. If it is not a continuous blink, something
is wrong. How is the process of logging on taken care of? This is
important because if the modem is sending out a connection request, it
would be ignored if you have not logged on. AT&T would send back an
account and password request. If it is not resolved, there will be no
traffic.
Do you have a network connection that is set up just for the DSL
connection? If not, you need one. You should look at the link below.

Ken,
I have AT&T DSL and and don't use the software. You are not required to
have the software to connect. You only have to know how establish a
connection without it.
Since he has answered twice without providing information about logging
on, I suspect that he is not actually doing so. Without a router, the
computer would need a network connection to store the PPPoE logon
information. He could look at the properties of his existing connections
or use the link I sent him to create a new one.
He does not need a router just to log in and provide a firewall. He only
needs a good software firewall and a network connection since only one
computer is using the DSL connection. One thing a router would do is
make internet connections invisible. His computer would see it as a LAN
that provides an internet connection.

Hello Howard,
the link below has pretty complete instructions for setting up a PPPoE
connection:
http://www.iserv.net/ConfiguringABroadbandConnection/SettingUpAPPPOEDSLConnectionOnWindowsXP.php
The instructions were written for the ISP iserv. Where you see iserv,
put At&t. You have to be on Win 2000 or above. If you are on Win 98, you
need a PPPoE client.
