I am going to get a new desktop and it will have Vista
my older Emachine (1999) with XP-SP2 is about to go Kaputt.....
I have a lot of programs that I purchased that I would like put onto my new
computer,
Is this possible to transfer EVERYTHING from XP computer to the new Vista
Computer????

Any programs included on the E-Machines cannot be moved or installed on any
other make or model of computer.
All Windows based programs must be reinstalled from Original CD.
All files may be moved.

It is not a good idea to take your older WinXP programs and try to
reinstall them on a new Vista machine. Some may not run at all under
Vista. It would be a lot of work, and you would have to be careful
that you do not lose any data. A good backup is recommended as a
first step whatever you choose.
You should try to make a dual boot computer setup. On the new
machine, you can divide the hard disk into two partitions with two
operating systems, one with Vista and one with WinXP. Then you would
have a dual booting system. At the start of every session, you would
choose which operating system you wish to run, WinXP or Vista. It
would be like having two computers in one box.
To get all your XP programs over to the new computer, you could
either temporarily install the hard disk from the old computer into
the new one to do the transfer (or even keep it there--not advised),
or you could get a USB-to-USB transfer cable (like LapLink or many
others). Then pushing the old programs and data files into the new
box is not very hard. It just might take a few hours, depending on
amount of files.

No. Depending on the software, some of it won't work in Vista. Some
of it will. Most of what won't work will be security programs and
disk type utilities, but there could be others. Also, some of your
old hardware may not work under Vista. Scanners and printers seem to
be the most vulnerable. Welcome to Microsoft. As time goes, some of
the hardware may have drivers for Vista released if it's very common
and still in wide use, but that's not a given.
