To speed up my computer and avoid freezes while working with Photoshop
and Sony Vegas with admittedly limited dollars, should I (1) invest in
a faster CPU (2) add more RAM (3) install a seperate video card in
place of the integrated video on the mobo?

Currently: CPU: AMD SEMPRON 3400 2 ghz
RAM 1.5 gb DDR
MOBO: Integrated ATI Radeon X200
SLOTS 1 - PCI-express x 16

Max out the RAM first, and with Vegas, you would probably benefit from
moving up to a dual core CPU, if your motherboard is compatible.
I doubt the Video card will make much difference, depending on your OS.
