Cannot control cursor (Update)

I,m afraid I did not explain my problem well enuf, so here goes.

1. The cursor disapears and jumps to where I want it to go. Anything I
have open freezes.
2. Contorl-Alt-delete does not work.
3. If I can get the cursor to the START button and try to restart or
shutdown, the procedure freezes and will not shut down. While this is
happening, the green lights on my card readers, E thru H, start
flashing. The only way to shutdown is to do it manualy. Then the
problem is cleared up and does not happen for a while.
4. I have checked for spyware and the like but nothing shows up.
5. I apreciate the help so far just thought I would try again with some
new and updated info.
6. My mouse is the optical type.
7. XP PRO, 512 RAM, EMACHINE D2386, ALL MS UPDATES,

This happened to me one time, and I found that the batteries were going,put
new ones in.
