update on no web page

I deployed a router and programmed it in for ppoe and the internet worked perfectly. Once I had the user name and paswword in it was awesome.

May I ask, what is a ppoe? My friend is having trouble from a satellite network. She changed the card in PC and the IP tells her all is ok, except she is unable to do a internet search. Her home page opens, but then like it hangs, does nothing, Her curser changes to hour glass and box says 4 items remain, then PC times out. Any ideas? Thank You very very much.
