Howard, you are right in checking the draw on the computer but also think of it this way.
Before the power gets to the plug where her surge protector is plugged in, the power has to go through her circuit breaker or fuse on the wall right?
Now if that circuit breaker is tripping or the fuse is burning when she turns the computer on (because of draw or something else) the surge protector in that case is not even getting a chance to do anything.
It is very possible she has too many devices plugged in that same circuit. Not knowing what the amps of that circuit is or what else is plugged in it, this is very hard to diagnose.

Don`t you think she should check the amp rating on her puter and surger
first to make sure they match?
