External drive

I have a file called "recycle bin" on my external drive that won`t delete when I try to .

Anyone know how to get rid of it?
I can`t do it in safe mode,as the external drive is not there on the safe mode desktop or in the my computer drive list,so Ican`t get to it in safe mode.

The file will recreate itself.
If you do not want the temporary holding of deleted files that are deleted
from the external drive, change the recycle function.
Desktop, recycle bin right click>> properties. Configure drives
independently.
