Has anybody ever figured out why this usually works on a bad drive?

It don't usually work - it sometimes work depending on the nature of
the physical damage to the hard drive. The theory is that metal
contracts when its cold so this may free up moving parts (etc.) that
have become seized up through extreme heat.

This is only one of a number of ways to revive a hard drive, some of
these are a bit bizarre, but if your hard drive is dead and your
prepared to try anything this may interest you:

A much better solution is to back up everything to a second (or
external) hard drive, and keep your freezer for produce.

Very simple - freezing temperatures cause the metal bearings to contract
and loosen ever so slightly. Often dead drives are the result of worn,
sticky bearings.
