Add A Printer fails

WinXP Home computer never had a printer, trying to add a network
printer on a print server. I get message:
Error---
Cannot complete operation. Print spooler server is not running.

One place I found says to open Computer Management and Component
Services and start print spooler manually, even though it is set to
start automatically on boot. Tried that, and got Error 1068 about a
dependency service fails to start.
I researched at Microsoft Help and other places on the Internet. Only
relevant idea is that the C:windowssystem32spoolsv.exe file is
corrupted. Instructions say to expand the archive file spoolsv.ex_
from the installation CD and replace the corrupted one. Tried that,
and it made no difference.
I have contacted two people about this. One builds computers for
company networks. One programs and maintains home networks. After 60
years total experience among the three of us with Microsoft stuff, none
have ever heard of this. Have you?

If you have an install CD, you can process the command "sfc /scannow" at
the command prompt. This command will check for corrupted system files.
It will prompt for the install CD.
