Might be something to do with HAL(Hardware Abstraction Layer) try reinstalling the OS.

When a custom program running Visual Basic and Microsoft Word in
background is run on two processors, it takes 172 seconds to load and
run initial screen.
When BIOS is set to run single processor only, same job runs 5X faster
to the srart.
When BIOS is back to two processors, then Task Manager is set for
affinity of which processor (#1 only) on the programs, then
performance is faster. But affinity setting is not remembered at
reboot or restart of computer.
One other machine with WinXP Pro does not report this problem.
A computer with hardware identical to the first one, running WinXP
Home, reports no problem like this.
Does anybody have tips on dual processor performance gains?
