Issue 15: DataChannelKeepAlive

The DataChannelKeepAlive timer is not defined in the -07
version of the
spec.

The following is the proposed text for this issue.

X.X DataChannelKeepAlive
   The DataChannelKeepAlive timer is used by the WTP to
determine the
   next opportunity when it must transmit the Data Channel
KeepAlive.

      Default: 30
