Adding the footer as an extra attachment makes sense in case
the first
text part is inside a multipart/alternative. Ditto for
signed messages.

Some filter kits provide for such functionality. However, it
may require
to drop and re-inject the message. Thus, efficiency is yet
another reason,
after style consistency and security, for footers to be
inserted by clients.
Those who don't like footers can always append many
newlines...
