This rel value is new on me.  However, if it was invented
by
a search engine operator, search engine operators have some
history
of inventing new uses for rel= to solve narrow problems,
without
properly considering the general problem.

I imagine that they only considered computer software and
assumed
that this would put on the product specific page or the
download
page and would relate to the single product listed on that
page,
not to the page itself.

PICS can also be used for this, but:

1) content providers failed to understand that this was
anything more
than a censorship criterion classification system (which was
probably
its main purpose);

2) very few web designers know how to use HTTP, and cheap
web 
space generally doesn't give any control of it (which also
means that
putative web designers cannot practice its use).  I think
PICS can,
however, be used on a web page to refer to another one.

A dozen annotation methods could be used for this and I
could make up
arbitrary new ones all day long.  But there's no point, as
to be of any
value whatsoever they have to be supported by software, so
there should
be as few recommended as possible.

Note that RDFa can use rel="license" to make
assertions at a page level
or any fragment or external resource that has a URI, as
could/would a
"media" microformat, if one gets developed.
