Well,
this may be a dirty solution, but would this work?
ANTI-TPM with an exception for works that are "a part
of" a copyleft software
program in the case of BY-SA licenses works and a Free
software program in
the case of BY licensed works. In that case, parallel
distribution is OK.
Might that work for debian. (I am not asking if that would
be debian's
preferred solution, just if it might work?)
