What you are really looking for should not be through CC,
but through
someone new like:

who is specifically trying to address this "Free
Cultural Expression"
issue. There are two major advantages to this approach:

1) Unnecessary to fight against the existing damage to the
"Creative
Commons" brand.

2) Can also encompass the other free artistic licenses that
exist (CC
has made it clear that they don't want to do this).

The analogy is to the "Open Source Initiative"
which doesn't create
licenses, but only evaluates their "freeness".
Thus "OSI Approved" means
something very specific (and nearly the same thing as
"DFSG Free", by
the way).
