Updated: texinfo-4.8-4

I've made a new version of 'texinfo' available for
installation.  This
version incorporates a manifest file which reportedly fixes
the problem
running install-info.exe under Vista as mentioned here:

To update your installation, click on the "Install
Cygwin now" link on
the http://cygwin.com/ web
page.  This downloads setup.exe to your
system.  Then, run setup and keep clicking
"Next".

ftp.gnu.org.  It
has been modified so that it no longer tries to run
gunzip.exe directly
as mentioned here:

Instead, it just runs the "gunzip" command which
is now a script that
invokes gzip directly.
