Explains it all:

you use FIELD_MAIL=mail
so please store email addresses in that field only. You
can't use both
mail and mailAlternateAddress, choose one or the other for
FIELD_MAIL.

So set FIELD_MAIL=mailAlternateAddress and see if
'dbmail-user -l' gives
the correct output.
