Does a DHCPv6 Server have to be able to communicate with a Relay Agent?

Hi all,

I have a question regarding DHCPv6 Server vs. Relay Agent.

Does a DHCPv6 Server usually have to be able to communicate
with a Relay Agent?
Ex. Even if a DHCPv6 Server uses only on-link.
Does almost all DHCPv6 Server venders implement the
functions that are sending Relay-Relpy and receiving
Relay-foward message?
