Page 14 is indeed unclear. I've reported this to Borland; they should

And if you check the feature matrix for Turbo Delphi on the
www.turbodelphi.com website, you see no mention of MIDAS or DataSnap (so
it's really not part of the Turbo editions).

Yes, BDS Enterprise (or higher) contains DataSnap/MIDAS, plus the
required MIDAS/DataSnap deployment license (see page 10 of the BDS 2006
feature matrix).
