Hi Paul,
Installing MDAC would be my attempt at a solution too. After that
failed I would tell the customer that since Win98 hasn't been
supported in any way by MS since July 2006 that my software is not
supported on that OS and he'll need to upgrade. Probably not the
answer you or he are looking for but eventually you have to force
these types of users into the present or you'll find yourself still
supporting Win98 in another 10 years.
You could try pointing out that PC has many security flaws and is
compromising his entire network. When faced with the idea of it
becoming a spam spewing bot (or worse) upgrading should seem like a
good idea to your customer.
