Before I make official plugin releases, I'd like to improve
the Windows 
build/install procedure of all plugins (debug vs release is
currently funky) 
and update the README/INSTALL files of all plugins.

For now, the snapshots made during the Test 4 release should
work fine.  
Nothing changed in the SVN for plugins since then, so
there's no big reason 
to repackage snapshots.
