I solved this elegantly by having my main window implement
IMessageFilter and then catching the keys I want in the 
implemented PreFilterMessage method.

If you have a menu, you can make an invisible menu item that
has a
shortcut key. You may still have to deal with some controls
on a case by
case basis as some controls eat some keys - e.g. by default
the
WebBrowser control eats a variety of function keys (you can
disable this
behavior)
