repro Makefile is busted

Hi folks,

It seems that sometime in February the Makefile in repro was
modified
such that the buildtime is incorporated into the build. This
may have
some advantages but the disadvantage is that it forces a
full
recompile everytime you type make since the CXXFLAGS changes
and the
build system decides that this means a full rebuild is
required. I am
going to disable this "feature" for now.

I made that change... I couldn't see how (within the
existing framework)
to make the CXXFLAGS change apply to only the one file.  
The other
alternative would be to generate the entire ReproVersion.cxx
file, but
that would not have supported non-make build environments as
easily.
