MILLENNIUM CHALLENGE CORPORATION
The Millennium Challenge Corporation (MCC) is a U.S.
Government
corporation whose mission is to provide assistance that will
support
economic growth and poverty reduction in carefully selected
developing countries that demonstrate a commitment to just
and
democratic governance, economic freedom, and investments in
their
citizenry.
The Department of Operations manages MCC's relationship with
eligible
countries, is responsible for providing technical expertise
in
specific sectors, such as education, financial sector,
infrastructure, agriculture and health, and maintains
continuous
contact with eligible countries for all phases of the
relationship:
proposal development, proposal due diligence, Compact
negotiation and
Compact implementation. In particular, the Department
manages
contacts with the eligible countries as they undertake the
process of
identifying their constraints to poverty reduction and
economic
growth, prioritizing interventions to address these
constrains and
developing their MCC program proposal. The Department
provides the
subject matter experts and acts as the coordinator for MCC's
due
diligence activities relating to eligible country proposals,
working
closely as a team with MCC staff from the Department of
Accountability and Office of General Counsel in carrying out
such due
diligence. After completion of due diligence, the Department
participates in Compact negotiation and works closely with
the
country during the program's implementation. Department
members
travel frequently to eligible countries. MCC will generally
maintain
an Operations presence in Compact countries during the
program
implementation phase.
MANDATORY REQUIREMENTS
* Success in completing a Federal security and medical
clearance.
* United States Citizenship

SCOPE AND RESPONSIBILITIES
The Resident Country Director (RCD), Lesotho is the primary
representative of the MCC-Washington office in Lesotho. The
RCD will
provide ongoing guidance, advice, technical feedback, and
support to
Lesotho. In addition, the RCD acts as a link between
MCC-Washington
and the MCA-country officials. The RCD has direct
responsibility to
monitor and report on Lesotho・s implementation of program
activities,
budget status and results, and to oversee completion of
plans,
agreements and approvals. Finally, the RCD is responsible
for
supervising all local MCC staff, managing budget and finance
operations and representing MCC officially as a member of
the U.S.
Government country team.
The RCD reports to the Managing Director in Operations (MD).
Following the compact agreement・s execution, the incumbent
will
relocate to the country. The RCD position requires
demonstrated
leadership, adaptability, flexibility and strong
consensus-building
skills.
The roles and responsibilities of the RCD, Lesotho include,
but are
not limited to, the following:
* Acting as MCC-Washington・s principal interlocutor with
Basotho officials in order to manage MCC・s relationship
with the
country.
* Providing oversight, feedback and guidance to country
officials with respect to the Lesotho・s implementation of
Compact
programs.
* Reporting regularly to MCC-Washington officials in order
to
identify concerns or problems and potential solutions and to
inform
MCC staff as appropriate to ensure that milestones have been
achieved
and concrete progress on compact implementation has
occurred.
* Acting as MCC・s designated observer on Lesotho・s MCA
supervisory or similar board, consistent with the provisions
of the
relevant Compact.
* Carrying out such activities as may be required, in
concert
with MCC Washington staff, to ensure proper implementation
of MCC・s
approvals and other internal control procedures, and to
advance audit
and impact evaluation activities.
* Coordinating with Lesotho and MCC Washington-based staff
to
achieve the timely delivery of such reports, plans,
approvals and
agreements as may be required for program implementation.
* Recruiting MCC staff stationed in-country, in accordance
with
approved MCC internal guidelines and procedures.
* Managing and supervising MCC・s in-country presence,
including
all matters related to MCC procurement, staffing, budgeting,
financial and asset management needs.
* Assisting in the preparation of legislative reports and
public diplomacy materials relating to MCC activities and
Compact
implementation.
* Organizing public outreach events in Lesotho relating to
MCC
activities and Compact implementation.
* Coordinating MCC-related travel to and in Lesotho,
including
that of MCC Washington-based staff and technical experts, as
well as
GAO, IG and Congressional visits.
* Serving as a member of the USG country team and point of
contact to the Chief of Mission (COM) regarding MCC
activities and
keeping the COM informed of MCC activities in country.
* Under the guidance of the COM and MCC Washington,
assisting
in the effective representation of key elements of U.S.
foreign
policy.
* Representing MCC in interactions with CODELs, other
donors,
other USG agencies including the GAO, the IG and USAID,
representatives of the local business community and civil
society and
other interested parties in the country.
* Carrying out such other roles and responsibilities as may
be
delegated or requested by the relevant MD, or the Vice
President for
Operations.
GENERAL REQUIREMENTS FOR THIS POSITION
* Significant and successful career of demonstrated hands-on
business and/or international development experience.
* Significant experience in negotiating and managing complex
activities in a team environment is required.
* The ability to prepare and comprehend financial,
budgetary,
economic, and/or technical analyses and evaluations would be
highly
desirable.
* Proven ability to manage and supervise a staff in a
cross-
cultural setting.
* Strong written and oral communication skills in English
are
required.
* Maintain high professional standards in exercising the
authority of this position.
* Demonstrated awareness of all appropriate regulatory
considerations, whether explicit in law or regulation.
* Demonstrated high level of initiative, creativity, problem
solving and flexibility.
SPECIALIZED REQUIREMENTS FOR THIS POSITION
* The RCD should have a significant transactional and
management background to include experience in the private
sector, a
development organization such as the World Bank, an
international
NGO, an international commercial bank, the U.S. Foreign
Service, the
U.S. Foreign and Commercial Service or similar international
development entity.
* Knowledge of the principles, concepts, and methodology
involved in the development, implementation, management and
evaluation of international development and/or investment
programs/projects.
* Management experience in a team setting; experience in
researching and preparing effective communications and
reports
assessing and describing program/project progress.
* Past experience living and working overseas in an emerging
market at a senior level is critical.
* Background in conducting program oversight, management to
include experience in the analysis and interpretation of
data, and in
the preparation of analytical reports regarding
implementation and
impacts of investments and/or assistance is highly desired.
* Specific experience in Southern Africa would be
particularly
useful.
EDUCATION
An advanced degree in finance, economics, international
affairs,
international development or a related discipline is highly
desired.
