The Commonwealth of Learning (COL) helps governments and institutions use technology to expand the scope, scale and quality of learning. Headquartered in Vancouver, COL promotes policies to make innovation sustainable and works with international partners to build systems and applications that facilitate learning in support of development goals. It is financed by voluntary contributions from Commonwealth governments.
The Position: COL is seeking an eminent and senior professional to join as an Education Specialist - Media to manage and direct a portfolio of initiatives in the use of mass media for health, governance and community development. Extensive hands-on experience in the use of TV and radio to achieve development goals is essential. The challenge of the position is its scope. The individual must be able to help governments develop media policy at the highest levels (i.e. by advising ministers) and also train people at the grassroots level (e.g. in NGOs) in the use of mass media for development purposes.
Applicants should have a minimum of 10 years of professional experience of working in open distance and technology-mediated learning including five years of related international work experience. The position requires proficiency with office technology, ability to train others in the use of media and a readiness to travel internationally.
This 3-year initial appointment is renewable for a further term by mutual agreement.
The Person: Must be a Commonwealth citizen, with ability to network across multilateral organisations and with people from different cultural backgrounds. An ability to exercise professional judgment, diplomacy and work in a team, while representing COL's interest internally or externally, is paramount to this role.

General Information
Job Context
Manage and direct a portfolio of interventions around the Commonwealth in the use of mass media for health, governance and community development. This involves advising governments on policy, implementing media systems and training others to develop materials. Within the organisation it requires participation in the conceptualisation and formulation of the annual plan, the development of appropriate initiatives and activities; the provision of quarterly updates; the authorisation of expenditure within defined limits; and involvement in the monitoring and evaluation of all activities within the portfolio during and at the end of the planning cycle. The position reports to the Vice-President.
Task description:
The position-holder shall:
Plan and direct initiatives in collaboration with other team members to ensure a coordinated approach to work within and across the sectors as per outcomes defined in the COL's Three Year Plan (2006-09); This includes monitoring outputs and outcomes and evaluating initiatives and activities in accordance with COL's RBM framework.
Work with Commonwealth governments and institutions to develop policy, implement systems and create models and materials for the use of the mass media in support of development goals.
Manage initiatives and activities relating to both conventional and convergent new electronic media.
Strengthen the educational media sector through building professional capacity and infrastructure and also assisting in policy making.
Implement initiatives and activities by identifying partners, taking responsibility for the selection, and management of consultants, maintaining professional relationships with key stakeholders; leveraging sources of support; organising logistics and related tasks.
Prepare budgets for initiatives and activities; authorise expenditure within defined limits for these and monitor expenditure.
Organise training to build capacity in different aspects of open and distance learning using a range of media resources including radio and video technology.
Contribute to the development of ODL materials and training in the use of mass media;
Take responsibility for liaison between COL and up to five commonwealth countries including tracking and reporting political, social, and economic developments that could influence the direction of COL's work in a specific country; and representing the countries' interests within COL;
Contribute to COL's overall mission and corporate life in planning, stakeholder engagement, and internal processes representing COL's interests at international fora and raising extra budgetary funds. The job holder is also expected to provide advice to ministers, officials, institutions and COL staff in areas of his/her expertise and responsibility.
Identify training needs for the Programme Assistant and ensure clairity in work plans and conduct performance appraisals on a timely basis.

Education
Essential: Postgraduate qualification in one or more of the following: Education Health Educational Technology/media, and/or International Development.
Desirable: Qualification (s) in one or more of the following: Gender Studies and/or Distance Education
Experience
Essential: 10 years of experience working in the areas of Educational Radio and TV networks with specialisation in open, distance and technology-mediated learning; Substantial management experience ideally in a media or international development agency; Extensive hands-on experience with the use of video and radio to achieve development impacts in fields such as health and community development; and Experience of conceptualising, elaborating, implementing and evaluating programs.
Desirable: Experience of working in developing countries. Experience in Community Radio, Pod casting and Visual radio. 5 years experience in international development; and Experience in gender and development.
Competencies
Knowledge
Detailed understanding of COL's 3 year strategy and RBM framework, including an understanding of how individual job responsibilities and priorities link with broader organisational goals.
Knowledge and experience required to be a credible interlocutor with ministers and senior officials of Commonwealth governments on development targets; policies and practices of international development organisations; education policy and practice issues; systems design; and applications of technology to education falling within COL's mandate.
Specialist expertise and experience necessary to manage a portfolio of work in open and distance learning.
Good knowledge of programme design and development methodologies.
Skills and Capabilities
Ability to develop realistic, relevant and achievable programme plans which are aligned and integrated with COL's triennial planning framework.
Ability to exercise professional judgement, discretion, and diplomacy while representing COL's interests and developing a network of senior contacts in governments, agencies and institutions on issues related to education, development and technology.
Capability to implement activities; to develop proposals in areas within COL's mandate; and to conduct and incorporate gender analysis within activities.
Ability to identify and select partners, as well as prepare, negotiate and manage agreements that achieve value for money while remaining consistent with COL's policy framework.
Ability to communicate effectively with all staff, while taking personal responsibility for actions taken in programme work ; and manage human resources (administrative staff, consultants, interns, etc) in order to carry out COL's plans with the framework of results-based management.
Ability to prepare and manage financial budgets in an effective, efficient and judicious manner.
Ability to develop and implement effective strategies for monitoring and evaluation of programmes and activities within established RBM framework.
