ACDI/VOCA is currently seeking a Program Manager for an anticipated
World Bank Post-Conflict Fund (PCF)-funded community empowerment
program in Iraq. This program, with an anticipated start date of
September 1, 2007, will apply ACDI/VOCA's community demand-driven
framework with an emphasis on recognized indigenous attributes to the
governorate, which is currently in the reconciliation phase.
Community capacity building through the use of established and new
community action group (CAG) boards will provide the foundation for
the program. The framework utilizes a bottom-up (grassroots) approach
and will expand upon the current local governance interaction with
the community boards. Additionally, there will be an increased
emphasis on programming that focuses on youth (15-24 years old),
women, disabled, internally displaced persons (IDPs) and the
underserved.
RESPONSIBILITIES:
The World Bank Program Manager would be based in Iraq and would play
a key role in the programmatic and managerial aspects of the
community empowerment program, as well as the supervision of
ACDI/VOCA field office staff. Specific responsibilities would
include:
• supervise national staff members
• conduct and lead strategic planning sessions with teams
• supervise the creation and implementation of a work plan in
accordance with World Bank requirements and specific Post-Conflict
Fund (PCF) objectives, indicators and targets
• identify staff training needs and develop training schedule
• draft reports
• develop strategic methodologies for community development
• provide technical assistance on the community development process,
including community identification, community mobilization, project
implementation and linking community groups to the local government
• incorporate gender considerations in programming, as appropriate
• regular reporting to the Chief of Party, USAID-funded Community
Action Program (CAP) to ensure communication and information flow
within the project team for the purposes of coordination and
integration
• meet and liaise with selected provincial and local government
representatives, directorates and agencies
• other duties as assigned by the Chief of Party, including
supporting the Technical Director in oversight of other CAP activities
QUALIFICATIONS
• bachelor's required/master's preferred in relevant field or
equivalent combination of education and relevant work experience
• previous work experience in developing countries with Middle East
experience preferred
• proven management and training skills
• Kurdish speaker preferred with Arabic capacity also helpful
• strong English verbal and writing skills, especially in report
writing
• strong computer spreadsheet/word processing/database skills
required, as well as advanced Excel skills
• knowledge of international NGO policies and procedures
• experience implementing World Bank-funded projects preferred
• ability to live in a conflict-affected zone

Information Officer
We are currently seeking an Information Officer for the follow-on
USAID Iraq Community Action Plan (ICAP II) program in Northern Iraq.
ICAP promotes broad-based citizen dialogue and participation, among
community members and governmental authorities, which will assist
communities in the identification and prioritization of social
infrastructure needs addressed through community-implemented projects.
The Information Officer will be responsible for development and
implementing of the communications plan for ICAP II activities in the
seven-governorate Area of Responsibility (AoR) of northern Iraq. This
plan will focus on the building public awareness and developing
information networks among various stakeholders, including government
officials in the local and provincial governorate levels, with
citizens in target regions, USAID, and the Provincial and Regional
Reconstruction Teams (PRTs, RRT) located throughout the respective
AoR as well as encouraging public participation and social change,
building consensus, introducing and explaining ICAP's objectives and
results, disseminating information, including lessons learned and
best practices, from ICAP communities as well as creating an archival
and sustainable system of accurate information
Responsibilities:
• Collect information from a variety of sources including community
members, staff, internet-based Project Reporting System (PRS), and
write the project Quarterly Report;
• Collect information from a variety of sources including staff, PRS,
etc. and write the project Weekly Report submitted to the donor and
PRTs/RRT representatives;
• Meet with community stakeholders, Community Action Group (CAG)
volunteer representatives, local government officials and program
staff to collect information on ICAP II best practices and lessons
learned to develop case studies, success stories and vignettes;
• Travel with the Chief of Party or his/her designee to various
meetings with USAID, including PRT/RRT representatives located on
Forward Operating Bases (FOBs) throughout the seven-governorate AoR,
and the central mission located in the International Zone (IZ) in
Baghdad.
• Provide Backstop support the MIS Director by providing support for
the review/revision of project information to be published via the
Project Reporting System (PRS).
Qualifications:
• Bachelor's degree in social and human sciences, and/or mass
communications.
• Minimum of three (3) years experience in developing targeted
communications plans to diverse cultural and social audiences required
• Demonstrated experience in documenting program or work results for
donors, government officials, and other influentia
