ASSIGNMENT LENGTH: Indefinite

JOB DESCRIPTION:
Reporting directly to the Chief Financial Officer & Treasurer, the
Controller is the head of the accounting department, responsible for
the maintenance of the books of account and internal controls.

RESPONSIBILITIES:

1. Responsible for directing the Council's accounting functions and
maintaining the books of the Council. These functions include
establishing and maintaining the organization's accounting
principles, practices, procedures, and initiatives.
2. Oversee maintance and enhancements of integrated financial
management system (Great Plains).
3. Establish and maintain written policies and procedures as they
pertain to maintenance of Council's internal controls and accounting
policies worldwide. Supervise a regular staff of 15; including
temporary staff as needed.
4. Coordinate annual external financial statement and OMB A-133
audit. Perform site visits of overseas offices to review and advise
on accounting practices, internal controls, etc. Manage the Council's
insurance portfolio under supervision of the CFO, including filing
and following up on claims, with the involvement of the General
Counsel as required.
5. Responsible for informing the individual program Financial
Managers of relevent issues regarding financial controls, accounting,
and reporting.
6. Monitor internal financial and accounting controls over
procurement, payroll, receipts, disbursements, and other processes.
7. Advise the CFO, other officers and staff on accounting policies
and rules and prepare reports, analyses, and presentations, as
required.
8. Oversee preparation of financial reporting to donors, Form 990,
and other statutory financial reports.
9. Manage the financial records of all grants, contracts, awards and
fellowships granted to or awarded by the Council.
10. Ensure compliance with tax laws related to wages and not-for-
profit organization status.
11. Supervise indirect cost recovery calculations for U.S. government
and private donors.
12. Oversee financial reporting and reimbursement process for the
Council's field offices
13. Design cash flow matrix report and participate in cash flow
decisions.
14. Oversee inventory reconciliations of U.S. and field offices.
15. Special projects as assigned.

QUALIFICATIONS:

1. Requires a bachelor's degree in accounting and/or finance with a
minimum of 12 years of direct experience in the field. Master's
degree or CPA strongly preferred.
2. Broad supervisory skills encompassing a minimum of seven years of
supervisory experience; and excellent leadership and interpersonal
skills.
3. Senior level financial experience, some or all in the non-profit
sector or in a public accounting firm working with non-profit
clients. Thorough knowledge of not-for-profit accounting.
4. Experience with U.S. government funding through grants, contracts,
and indefinite quantity contracts (IQC).
5. Experience with the design and implementation of accounting
systems.
6. Excellent oral, written, and presentation skills. Ability to
communicate with all staff with sensitivity, tact, and
professionalism. Discretion and ability to handle confidential
matters.
7. Demonstrated ability to foster and maintain a friendly and caring
work environment. Enthusiastic leader with an emphasis on
collaboration, supervision and team building.
8. Highly motivated and organized self-starter.
