Oops, I thought it was perl, sorry it has been a year since
I looked at it.

The PHP is only used to display the graphs, so writing a
page in Ipcop 
to display the graphs should be pretty simple. The
bandwidthd program 
itself is a C daemon that runs in the background and
generates graphs - 
much like rrd does.
