It won't build if HELIX_FEATURE_FORCE_KEEPALIVE_DURING_PAUSE is defined but not _WINCE.
 
If this changes are specific to _WINCE, then we should stick with _WINCE and avoid creating additional Helix defines.

Multiple changes for porting Atlas for Windows Mobile 5.0
 
Overview:
Added ;a feature to continue to send keep alive messages even during pause. Without this fix, the particular device being tested with the V11 Helix server resulted in rebuffering on resume due to excessive time taken to receive data packets on playback resumption.
