You can double check this by checking the download cache
and\or putting a
trace\sniffer on the wire and watching what gets pulled.

I publish a ClickOnce application.  From my observation only
(I never took
measurements) it seems that ClickOnce only downloads the
delta of what it
needs to download from update to update.  I know this
because my 20-MB
application takes about 3 seconds to update when I make
small changes as
opposed to a much longer first-time download.

When an offline application is updated via ClickOnce all the
application,
with all its assemblies,  is downloaded or only the changed
assemblies?
